Judge rules text messages from Stump’s phone not public records

A Maricopa County Superior Court judge ruled in late May that text messages sought from utility regular Bob Stump’s phone by the Checks and Balances Project were not public records. The text messages had been deleted, but some had been restored by investigators as part of probe into a former Arizona Corporation Commission member. The Checks and Balances Project hoped to review some of the messages to determine whether local utilities were influencing commission elections.
